I have no idea whether it's for effect or they just don't know how to put the grunts/midbosses and bosses (let alone wild random encounter fodder) on anything close to the same level.
It does make for a nice narrative, though, and tearing through Team Rocket like One-Punch Mon made me cackle like a mad scientist whose creature is coming to life.
