Guys, this is why you can't do anything without Giovanni.
Between (Fire) Red/(Leaf) Green and later appearances of Team Rocket, I can absolutely confirm with certainty that they can't do a damn thing with Giovanni, either. Giovanni is basically Don Corleone, except his goodfellas are the Three Stooges. All of them. Every last one, from Grunt to Admin.
