It's a Book, which I generally understand to mean (at least so far) that it's a weapon that absolutely anyone in the game can equip, no exceptions, in exchange for being somewhat underwhelming attack-wise.
And talk about underwhelming... it has an ATK of 1. That's actually significantly worse than no weapon at all, since it subverts the unarmed damage formula just to have the ATK of 1 instead. My Prince (who is not a Monk and is absolutely not supposed to be unarmed, ever) is currently good for 40-50 or so ATK with his current weapon, which plummets to 13 if he has nothing at all... and plummets even further, all the way to 1, with this.
On the other hand, it has not one, not two, but five enhancement slots pre-filled with +Sleep elements. So I guess the idea of this book is that if you want a decent chance to inflict Sleep with every hit in exchange for pretty much never doing damage again...
