What is probably actually happening: The lead bad guy is speaking to a room full of minions (who are also conversing among each other,) but the artist couldn't be bothered to spring for more than one "generic Delphi minion" picture (with two expressions.)
What I like to imagine is happening: The lead bad guy is speaking to his right-hand man, Lieutenant Gollum.
